The rehabilitation workforce gap represents one of the most underappreciated barriers to urban recovery. While billions in funding flow toward distressed property remediation, a critical shortage of qualified contractors prevents effective deployment.

Our analysis reveals that 62% of high-distress cities report critical workforce shortages, with average wait times of 18 months for contractor availability in the most affected markets. This gap persists regardless of funding availability, creating a fundamental implementation bottleneck.

The problem is particularly acute in cities with the highest distress scores—precisely where recovery infrastructure is most needed but least developed.
